Lightbulb Business Banking -waterbed principle

I was just reading an article about the waterbed principle in the banking sector. In other words, put pressure on one area and another pops up. It was illustrated by the reduction on mortgage exit fees creating an increase in mortgage arrangement fees.

Are we experiencing similar things in the business area? Small businesses in particular have complained for a while about high bank charges. Are things getting better?
